
Emmanuel Mutahunga
Mr. Emmanuel Mutahunga, is the Commissioner for External Trade at the Ministry of Trade, Industry and Co-operatives in Uganda. He is an economist by training and holds a master’s degree in Economics (Economic Policy and Planning) and a post graduate Diploma in Trade Policy. He obtained both his first and graduate degrees form Makerere University. He has over 20 years working experience in the areas of economic policy formulation and implementation, research, trade negotiations, strategic economic planning and management. Mr. Mutahunga worked with the International Food Policy Research Institute (IFPRI) in the Trade and Macroeconomics.
Mr. Mutahunga has served at the Ministry since 2003, and in the process handled several technical, strategic and management assignments. He has been instrumental in drafting several policy documents, such as The National Trade Policy, National Industrial Policy, National Export Development Strategy, the Competitiveness and Investment Climate Strategy, among others.
