Dr. Dmitry POZHIDAEV is Advisor at the UN Economic Commission for Africa and Visiting Professor at Makerere University (Uganda). For 20 years, he managed and supported UNCDF local development finance programmes in East and Southern Africa, East Europe and Central Asia. He worked with the World Bank, the European Union, the Extractive Industries Transparency Initiative, and Adam Smith International as a consultant on development finance, public financial management, and infrastructure investment in Europe, Africa, Middle East, Central and Southeast Asia. In 2018-2022 he served as a Management Board member for the Support to Agricultural Revitalization and Transformation (START) Facility, a blended finance facility for agribusiness SMEs funded by the European Union in Uganda. Mr. Pozhidaev has a doctorate in Development Economics and authored numerous articles and book chapters on public administration, local development, urban economic resilience, finance and investment.
